Kevin Keegan was appointed Family League President and CEO in 2010 following four years as a director at the Maryland Department of Human Resources and 10 years as executive director of New Pathways, Inc. He has deep experience as a practicing therapist for adolescents, and is past board president for the Maryland Association of Resources for Families and Youth, and Families Involved Together. He holds a bachelor’s degree in psychology from Loyola College and master’s degrees in both clinical psychology and health services administration.

Becky joined the Family League in 2010, bringing 15 years of experience in accounting, development and as a controller. Becky also taught 2nd grade in Baltimore City Public Schools, and holds a BA in International Relations and Russian Studies from William & Mary College.

Samantha Mellerson

Samantha Mellerson has been promoted to Chief Program Officer, working to align programs and resources to serve Baltimore youth and families from cradle to career. With oversight of all Family League’s programs, Samantha is leveraging city, state, federal and philanthropic investments to expand the Family League’s service reach and working to improve outcomes and create positive opportunities for Baltimore City’s youth and families.
Samantha previously led the Family League’s Disproportionate Minority Contact Reduction Initiative and spearheaded juvenile and social justice reforms at the local, state and national level. By creating nationally recognized programs and services, she is ensuring that minority overrepresentation and racial disparities are being recognized and addressed in juvenile justice and across systems.

Steve has joined the Family League as our new part-time Chief Information Officer, directing the organization’s data evaluation strategies and establishing partnerships to build on our information capacity. Also the director of the Children’s Outcomes Management Center at the Department of Psychiatry at the University of Maryland School of Medicine, Steve has extensive experience in academic and healthcare settings as well as in business growth, program development, evaluation and philanthropic engagement.

Karen Janssen

Karen has been part of the Family League since 1996 and currently manages all of the organizations’ grants and contracts. She developed a comprehensive proposal writing workshop for novice grant writers and is a peer reviewer for Maryland Association of Nonprofit Organizations’ Standards of Excellence Program. Karen holds a BA in social work and psychology from UMBC and an MS in special education from Johns Hopkins University.

Jocelyn Gainers

Jocelyn joined the Family League in 2007 following four years with Baltimore Substance Abuse Systems and 14 years as program director of Mountain Manor Treatment Center. She is a certified addictions counselor and supervisor, and holds a bachelor’s in psychology from University of Virginia and a master’s in psychology and health from Towson University.

Gena is co-lead (with the Health Department) for Baltimore City’s strategy to improve birth outcomes, B’more for Healthy Babies.
She is also a Senior Associate with The Annie E. Casey Foundation where she has used her public health and medicine background to design comprehensive health strategies, curriculum, and services for Elev8 Baltimore, an integrated services initiative for East Baltimore.
Prior to joining The Casey Foundation, Gena served as a Senior Advisor for Special Projects and Child Welfare to the Health Commissioner at the Baltimore City Health Department where she organized and led collaborative projects between BCHD and other City agencies to address public health crises. She has an M.D. from Johns Hopkins School of Medicine.

Jeff came to the Family League in 2010. He has 30 years of experience in accounting and finance, primarily with non-profit organizations. Jeff holds a Bachelor of Science degree from the University of South Florida and is a non-practicing CPA.
