The Family League of Baltimore City, the Local Management Board of Baltimore City, is pleased to issue a Request for Proposals (RFP) for qualified organizations seeking to operate high quality community and school based out of school time/after school programming to
Baltimore City’s elementary, middle and high school aged youth.
We have posted the Out of School Time/After School Program RFP in Microsoft Word version for your convenience. You may choose to use either this Word version or Adobe Acrobat version for completing your application. RFP Community Forums
Applicants are strongly encouraged to attend one to the three Community Forums listed below. Potential applicants will have the opportunity to discuss the RFP in more detail, ask questions, receive answers and to provide feedback to The Family League on the RFP. It is our aim to provide as much information and support to potential applicants as possible. Every question asked is public information. The Family League will compile and publish on the website responses to questions related to the RFP. Responses will be updated as frequently as possible. Standards for Baltimore After School Opportunities:
All programs must work to meet high quality program standards set forth in the Standards for Baltimore After School Opportunities. The standards provide best practices guidelines for program implementation and are used as a basis for monitoring program quality. The Family League is working with the Maryland Out of School Time (MOST) Network to revise the out of school time/after school standards. Those receiving funds from this Request for Proposals will receive technical assistance regarding any changes.

Baltimore Residents First (BRF) Information Packet:
This Executive order creates opportunities for businesses that receive municipal contracts to access qualified City job seekers to meet their workforce needs. The BRF Certification Form must be completed and returned with the proposal. All vendors that are selected for funding must also complete the Employment Report as instructed throughout the term of the contract.
