A December 2008 report in Nation's Cities Weekly by The Wallace Foundation, entitled "A Place to Grow and Learn: A Citywide Approach to Building and Sustaining Out-of-School Time Opportunities," describes the six action elements that are essential to coordinating effective out-of-school time systems that make high-quality learning opportunities available to more children. These elements consist of committed leadership, a public or private coordinating entity, multi-year planning, reliable information, expanding participation, and a commitment to quality.

June 24, 2008The Office of Juvenile Justice and Delinquency Prevention (OJJDP) has published Best Practices To Address Community Gang Problems: OJJDP's Comprehensive Gang Model. The report provides communities responding to a present or potential youth gang problem with guidance in implementing OJJDP's Comprehensive Gang Model. It describes the research informing the model, notes findings from evaluations of several programs demonstrating the model, and outlines best practices derived from practitioners with experience in planning and implementing the model in their communities. National Leaders Present State-by-State Report Revealing Gross Inequities in Public Education
July 25, 2008More than a half-century after Brown v. Board of Education, the nation’s urban public school systems continue to be a pipeline to failure for most Black male students, a report by the Schott Foundation for Public Education finds. June 30, 2008This strategic plan is the culmination of an intensive, collaborative effort by the Maryland Children’s Cabinet in partnership with families, communities, and providers to improve the child-family serving delivery system to better anticipate and respond to the needs of youth and families. The goal for this strategic planning process was the implementation of a coordinated interagency effort to develop a youth service system that can better meet the needs of youth and their families and target children who are at-risk. The Center for Adolescent Health at the Johns Hopkins Bloomberg School of Public Health: Issue Briefs, Winter 2008The Issue Brief examines the causes of youth homelessness and poses strategies for reaching out to these dangerously at-risk youth. As many as 1.7 million American youth run away from home or are homeless every year. In Baltimore City, that translates into nearly 2,300 homeless children and youth.
